The educational system of Saaremaa County is one of the best - established in Estonia. After the university - cities Tallinn and Tartu, the percentage of individuals with higher education is highest in Saaremaa County. The school-leavers from Saaremaa County hold the first position among those accepted to higher educational establishments. The key words of the school system of the county are flexibility and capacity building.

There are 39 schools in Saaremaa County, located on three islands: Saaremaa, Muhu and Ruhnu, 36, 2 and 1 respectively.

Institutions of general education:

  • 5 gymnasiums and secondary schools: Leisi, Orissaare, Kuressaare (3)
  • 16 basic schools
  • 10 elementary schools and 4 kindergarten-elementary schools
  • 2 schools for the children with special needs

    Institutions of vocational and higher education:
  • Kuressaare Vocational School trains over 800 regular students on the secondary and upper secondary levels. Programs of two, three and four years are available in key areas such as Catering, Hotel and Tourism Management, Marketing, General Business, Hair Dressing, Construction and Information Technology. Secondary level courses also include auto repair, cooking, handicraft work and professional cleaning. They also serve approximately 500 adult students annually in similar programs as well as independent study options. The School is a member orf The European Association of Hotel and Tourism Schools (AEHT). This participation in one of the Europe’s most demanding trade associations guarantees the quality of the training and the continued up-dating of teaching methods in ideas. The wide range of high quality of courses offered means that potential employers can find the qualified staff they need for their enterprises. Special courses are also developed by the Adult Education Department for in-house training of employees when requested by an enterprise. A curriculum for a four year program in Hotel & Catering Management is ready and will begin in Autumn 2000.
  • Kuressaare College of Tallinn Technical University started its activity in 1999, offering the possibility to acquire higher education in the field of tourism and catering management. The Electronics line will be introduced in the near future.
  • Kuressaare Branch Estonian Business School of was launched in 1994 in Kuressaare, providing higher education in business management, but is suspended for now..
